On the sixth week of the political impasse, lawmakers are returning to Washington to vote on whether to endorse a legislative agreement that would finance public services for two months.

GOP leaders expressed confidence the spending plan would be approved by the House of Representatives, notwithstanding their narrow majority. But Democratic leadership pledged to fight it.
